China says United States domestic opioid market the crux of crisis Posted: 24 Jun 2018 10:18 PM PDT China's drug control agency on Monday said the United States should do more to cut its demand for opioids to tackle the use of synthetic drug fentanyl, but it vowed to step up cooperation after Chinese production of the substance had been blamed for fuelling the U.S. opioid crisis. U.S. President Donald Trump said in November on a state visit to Beijing that China and the United States would do more to stem what he called a "flood of cheap and deadly" fentanyl "manufactured in China" from entering the United States. |

Posted: 24 Jun 2018 07:17 AM PDT For over three decades the disappearance and vicious murder of Michella Welch had left police at a loss. The 12-year-old had disappeared in March 1986 from a park in the city of Tacoma, in Washington State. At the time, she had been babysitting her two younger sisters in Puget Park and had rode off on her bike to pick up some sandwiches. When she returned her sisters were in a nearby business using the lavatory, and Michella is believed to have gone looking for them. When Michella's sisters returned they found her bike and the sandwiches by a table in the park, but their sister was gone. A police dog discovered her body later that evening down a ravine. She had been raped and murdered. At the time DNA was taken from the scene and placed into evidence, yet the investigation struggled and was eventually filed as an unresolved cold case. However advances in DNA technology over the following decades prompted detectives to take another look at the case. In 2006 police scientists managed to reconstruct a DNA imprint from items collected at the crime scene, although no link was found to any known offender in the United States. Twelve years later progress came due to the growth of genetic genealogy, with its vast databases and archives, including from people researching their family history using DNA testing kits from companies like 23andMe and Ancestry.com. "Genetic genealogy uses DNA technology to identify subjects by matching the unknown profile to a family member," Tacoma Police Chief Don Ramsdell told reporters. "Traditional genealogy is then used to build a family tree from publicly available websites," he said. The technology led police to two brothers, whose age and place of residence in 1986 eventually made them suspects. They were placed under surveillance as police waited for a chance to verify their genetic profiles. Earlier this month one of them, Gary Hartman, ate breakfast at a restaurant with a co-worker, oblivious to the undercover investigator sitting at a neighboring table. Gary Charles Hartman appearing in court charged with the rape and murder of Michella Welch When Hartman left the investigator collected the napkin he used to wipe his mouth and sent it to a lab for analysis. The tests discovered that the DNA matched that found on Michella Welch's body. Police arrested Hartman without incident at a set of traffic lights and on Friday prosecutors charged the 66-year-old with first-degree murder and first-degree rape. He is currently being held in custody in lieu of $5 million (£3.7 million) bail and is due to appear back in court on Monday. "This case does truly represent the crossroads of good old-fashioned police work combined with improvements in technology," Ramsdell said. Pierce County prosecutor Mark Lindquist had a warning to criminals. "Today we are at a point where, if you are a criminal and you left your DNA at the scene, you might as well turn yourself in now. We will catch you," he said. |

Italy proposes African migrant centers to halt immigrant tide Posted: 25 Jun 2018 11:51 AM PDT By Ahmed Elumami TRIPOLI (Reuters) - Italy called on Monday for migrant centers to be set up in Africa to stop a tide of asylum-seekers fleeing toward western Europe, as Rome raised pressure on its European Union partners to take a much tougher approach to immigration. The new Italian government has closed its ports to charity ships operating in the Mediterranean, saying the EU must share the burden of disembarking the hundreds of migrants who are plucked from waters each month, mostly off the Libyan coast. Italy, which lies close to Libya, has taken in 650,000 boat migrants since 2014. |
Air strikes kill five as southern Syria assault looms Posted: 24 Jun 2018 11:09 AM PDT Air strikes on rebel towns in southern Syria killed five civilians and damaged two hospitals on Sunday, a monitor said, in fresh signs of a looming government assault. Russian-backed regime forces have for weeks been preparing an offensive to retake Syria's south, a strategic zone that borders both Jordan and the Israeli-occupied Golan Heights. The regime has sent military reinforcements to the area, dropped flyers demanding rebels surrender, and ramped up air strikes in recent days. |

US Supreme Court turns down case of florist who refused to service same-sex couple Posted: 25 Jun 2018 11:36 AM PDT The US Supreme Court on Monday ordered a lower court to reconsider the case against a Washington state florist who was fined for refusing to sell flowers for a same-sex wedding on religious grounds. The decision follows the top US court's June 4 ruling in favor of a Colorado baker who had been found guilty of discrimination for refusing to bake a wedding cake for a gay couple on the basis of his Christian beliefs. The top US court sent the case -- involving florist Barronelle Stutzman, who said her Christian convictions barred her from selling a wedding floral arrangement to a same-sex couple -- back to the Washington state supreme court for further consideration. |

Singapore says Malaysia must abide by water deal Posted: 25 Jun 2018 04:22 AM PDT Singapore urged Malaysia on Monday to fully comply with a water-sharing agreement struck in 1962, after Malaysia's Prime Minister Mahathir Mohamad said he was looking to renegotiate it. Mahathir, in an interview with Bloomberg, criticized the agreement in which Singapore can draw up to nearly 60 percent of its water needs from Malaysia at a fixed price, as being "too costly", adding that it was an issue "we need to settle" with Singapore. A spokesperson for Singapore's foreign ministry responded in an emailed statement, saying: "The 1962 Water Agreement is a fundamental agreement that was guaranteed by both governments in the 1965 Separation Agreement which was registered with the UN. |
