Kerry said he lost argument to back Syria diplomacy with force: NYT

Posted: 30 Sep 2016 04:36 PM PDT

U.S. Secretary of State John Kerry, in a meeting last week with a small number of Syrian civilians and others, said he had lost an argument within the Obama administration to back up diplomatic efforts to end the bloodshed in Syria with the threat of using military force, the New York Times reported on Friday. The newspaper said it had obtained an audio recording of the 40-minute discussion that took place at the Dutch Mission to the United Nations on Sept. 22. The meeting took place days after a ceasefire Kerry had negotiated with Russia had collapsed and rebel-held areas of the Syrian city of Aleppo were coming under heavy air strikes as Moscow and Syrian President Bashar al-Assad's government rejected a U.S. plea to halt flights.

Fighting continued to intensify a week into a new Russian-backed Syrian government offensive to capture rebel-held eastern Aleppo and crush the last urban stronghold of a revolt against Syrian President Bashar al-Assad that began in 2011. Moscow and Assad spurned a U.S.-Russian brokered ceasefire agreed to this month and launched attacks on rebel-held areas in Aleppo in potentially the most decisive battle in the Syrian civil war.

Trump holds a rally with supporters in Council Bluffs, Iowa, U.S.By Doina Chiacu WASHINGTON (Reuters) - Republican presidential candidate Donald Trump increased his attacks on a former beauty queen with a vague and unsubstantiated allegation about a sex tape in predawn Twitter posts on Friday that prompted Democratic rival Hillary Clinton to denounce him as "unhinged." Trump's refusal to drop his invective against Alicia Machado, the Miss Universe from Venezuela whom he criticized for gaining weight after she won the crown in 1996, threatened to damage his already weak standing among women and Hispanics. With less than six weeks to go until the Nov. 8 election, Trump made reference - without giving evidence - to a sex tape involving Machado, who had publicly denounced him all week as a humiliating bully.

Brent crude settled up 4 percent for September and U.S. West Texas Intermediate (WTI) crude rose 8 percent, helped by Wednesday's announcement by the Organization of the Petroleum Exporting Countries in Algeria that it aimed to remove some 700,000 barrels per day (bpd) from the market. A Reuters survey on Friday found that OPEC output likely rose to 33.60 million barrels per day in September from a revised August record of 33.53 million bpd as Iraq boosted crude exports and Libya reopened some of its main oil terminals.

Obama's Lost Opportunity on Child Soldiers

Posted: 30 Sep 2016 09:48 AM PDT

This week, the Obama administration issued the final waivers under the Child Soldier Prevention Act. The waivers will allow seven governments to continue to receive U.S. military assistance and weapons despite evidence of their recruitment and use of child soldiers. While this annual bureaucratic stroke of a pen flies under the radar, these waiver determinations mark a significant moment for the administration's legacy on protecting children in conflict and promoting strong human rights standards.

Pope Francis looks on during a welcome ceremony at the Presidential palace in TbilisiBy Philip Pullella and Margarita Antidze TBILISI (Reuters) - Pope Francis called for respect for international law and the sovereign rights of nations as he arrived in Georgia on Friday, an implicit criticism of Russia, which keeps troops in two breakaway areas of the ex-Soviet state. Russia, which fought a short war with Georgia in 2008, is one of the few countries that recognize the contested areas of Abkhazia and South Ossetia as independent states. Speaking at the welcoming ceremony at the presidential palace, Francis, in a clear reference to the Georgian situation, said relations between states in the region "can never lay aside respect for the sovereign rights of every country within the framework of international law".

French Defence Minister Jean-Yves Le Drian arrives to attend a defence council at the Elysee Palace in ParisAn Iraqi government-led offensive to retake the northern Iraqi city of Mosul from Islamic State will start soon, France's defense minister said on Friday after French warplanes took off from the Charles de Gaulle aircraft carrier to strike the militant group. The United States on Thursday increased the number of troops it has in Iraq to more than 5,000 as part of a U.S.-led coalition providing air support, training and advice to the Iraqi military, which collapsed in 2014 in the face of Islamic State's territorial gains and advance towards Baghdad. Iraqi forces, including Kurdish peshmerga forces and mostly Iranian-backed Shi'ite militias, have retaken around half of that territory over the past two years.

Migrant pressure builds in Serbia despite tighter border controls

By Fedja Grulovic and Marko Djurica VRSKA CUKA, Serbia (Reuters) - Across south-east Europe, governments are throwing up barriers to keep out migrants arriving via Turkey, but numbers are still creeping up as rougher seas lead more to try this Balkan route rather than risk a Mediterranean crossing. Since July, Serbian border guards have stopped more than 10,000 migrants attempting to cross from Bulgaria and Macedonia, but charities have reported sharply lengthening queues for food in Serbian refugee camps over recent days. Last autumn, hundreds of thousands of migrants trekked up from Turkey through the rocky Balkan peninsula, hoping to enter the European Union's passport-free Schengen zone by crossing into Hungary.

At a briefing in Ankara, the official said planned offensives in Raqqa and the Iraqi city of Mosul, both Islamic State strongholds, should avoid causing further polarization in nations already grappling with bitter sectarian divisions. "Raqqa is an Arab city with a million people.
