The North African state, which has seen an exodus of tourists, has admitted its security services were unprepared for the seaside attack in Port El Kantaoui and that police were too slow to respond. In a televised address to the nation, Essebsi said the state of emergency, effective from Saturday for a 30-day period, was decided on after consultations with the parliament speaker and prime minister.

Two car bombs killed 11 people in the Iraqi capital Baghdad on Saturday, police and medical sources said, striking as many people were ending their daily Ramadan fast. Northeast of Baghdad, in the town of Balad Roz, a third car bomb killed two people, local police said. There was no immediate claim of responsibility but Islamic State fighters who control large parts of western and northern Iraq frequently set off bombs in the capital.

Tunisia's emergency laws temporarily give the government more executive flexibility, hand the army and police more authority, and restrict certain rights such as those dealing with public assembly and detention. "Due to the terrorism risk, and the regional context, and spread of terrorism, we have declared a state of emergency," Essebsi said in a televised address.

Islamic State's Egypt affiliate, Sinai Province, said in a statement posted on Twitter by supporters that it had launched three Grad rockets toward "occupied Palestine". An Israeli military source earlier said the rockets had been fired from Sinai, which borders Israel, the Gaza Strip and the Suez Canal.
