Dzhokhar Tsarnaev, 19, was captured late on Friday after a gunfight with police that ended a daylong manhunt and sent waves of relief and jubilation throughout Boston. The provincial elections will measure political parties' strength before a parliamentary election in 2014 to chose a new government in a country deeply divided along sectarian lines. A dozen small bombs exploded and mortar rounds landed near polling centers in cities north and south of the capital. Election officials said including results from a special vote a week earlier for members of the armed forces, total participation would be more than 51 percent. Turnout in the last local vote in 2009 was 51 percent.
