India arrests main suspect in gang rape-murder Posted: 06 May 2018 06:03 AM PDT Indian police have arrested the chief suspect in a case of gang rape and murder, in which a girl was burnt to death in front of her family. In another gruesome case that has rocked the country, 18 men are wanted over the death of a 16-year-old girl in the hill state of Jharkhand. The case comes amid public outrage in india over the treatment of women and children in light of several high-profile rape cases, starting with the rape and murder of an eight-year-old girl in Kashmir. In response to protests across the country and calls for stricter laws, the government announced last month that it would be introducing the death penalty for convicted child rapists. Minimum sentencing terms have also been raised and provisos issued that no rape case should take more than two months to prosecute. Sixteen suspects have been arrested in the Jharkhand case, with two more wanted, according to police, at a village in the district of Chatra. "No one involved in the incident will be spared. We will provide security to family members till they feel secure," Shambhu Thakur, Inspector General of Chatra Police, told reporters. Three were arrested on Friday night, while 11 others were held on Saturday, he said, with two more on Sunday. Insp Gen Thajkur added that the arrested include two village council members - Mukhiya Tileshwari Devi and Panchahyat Samiti. Indian relatives mourn following the rape and murder of a 16-year-old girl on May 3, at Raja Kundra Village in Chatra district Senior police and state officials have descended on the village of Rajakendua, 100 miles from the state capital of Ranchi, after the horrific case made national headlines. The girl was allegedly abducted by four young men from near her house and raped, while the rest of the family had gone to attend a wedding party, said police. The incident was raised at the village Panchayat (elders' council) on Friday morning, and the tribal chiefs told the accused to pay Rs 50,000 (£488) to the victim's family as restitution. Enraged over the Panchayat verdict, the four youths allegedly went to the house of the girl, assaulted family members and burnt her to death, say police. Police mobilised into action when the state's Chief Minister, Raghubar Das, tweeted and expressed grief over the incident. Mr Das also assured people that no one involved in the incident would be spared. Action will also be taken against the village leaders for mishandling such a serious matter, police said. Hawaii rocked by strongest quake in 40 years as Kilauea volcano sparks fountains of lava Posted: 04 May 2018 06:42 PM PDT A series of fresh earthquakes on Friday, including a powerful magnitude 6.9, hit Hawaii's Big Island, where the Kilauea volcano has been spewing fountains of lava into residential areas and forcing hundreds to evacuate. The US Geological Survey (USGS) said the strongest tremor at 12.32 pm measured 6.9, the island's largest earthquake in more than 40 years. The Pacific Tsunami Warning Centre said the quake, whose epicentre was on the south flank of the volcano, was not large enough to cause a tsunami although it generated sea level changes around the island of up 40 cm. It caused buildings to shake at the Community Centre in Pahoa town, one of two evacuation centres in the area hastily set up after lava started burbling up through fissures in the ground in neighbourhoods nearby. A new fissure opened up just before the latest tremor on Friday in one of those neighbourhoods, Leilani Estates, about a dozen miles from the volcano, the Hawaii County Civil Defence Agency said, making a total of four found so far. A fissure on Leilani and Kaupili Streets in the Leilani Estates subdivision caused by an eruption of the Kilauea Volcano following a series of earthquakes, in Hawaii Credit: Reuters Kilauea, one of the world's most active volcanoes and one of five on the island, has been in constant eruption for 35 years. Lava flows from the volcano have covered 48 square miles, according to the US Geological Survey. Scientists say it is nearly impossible to predict how long an eruption will last. On Thursday, Kilauea began spewing lava into residential areas after a series of earthquakes over the past week, the USGS reported. Starting around 11 am on Friday, the island experienced a flurry of earthquakes, culminating in the massive magnitude 6.9 tremor. Residents in Leilani Estates and Lanipuna Gardens subdivisions, home to about 1,700 people, were ordered to evacuate in the early hours of Friday after officials reported steam and lava erupting from fissures in the road, the Civil Defence agency said. His family was forced out of the village of Kapoho, about 6 miles from Pahoa, after an eruption in 1960, and he's witnessed other eruptions over the past three decades. So he has lived with lava, which is not dangerous, he says. "I tell people,'You just have to sidestep.'" Dale Miller, 58, a resident of Leilani Estates, said police knocked on his door at 4 am and ordered an evacuation. "There are lava tubes on our property," he said referring to the natural tunnels underground that drain lava during an eruption. "The whole thing is Swiss cheese." Lee added this was the first time in eight years of living by the volcano that they'd had to evacuate. One resident, Ikaika Marzo, told Hawaii News Now he saw "fountains" of lava as high as 125 feet. Lava, which can reach temperatures of about 2,100 degrees Fahrenheit (1,150 Celsius), spread less than about 33 feet from the fissure, the observatory said. Hawaii's governor has declared a state of emergency and deployed the National Guard. Kilauea volcano - Hawaii - locator map The Kilauea volcano is one of five that make up Hawaii's Big Island, with a lake of molten lava at its peak and an eastern rift erupting near-continuously since 1983. However explosions along its two active rifts are rare. Asta Miklius, a geophysicist from the USGS Hawaiian Volcano Observatory, said there is no way to know exactly how long the eruption will continue. "One of the parameters is going to be whether the summit magma reservoir starts to drain in response to this event, and that has not happened yet," Mr Miklius said. "There is quite a bit of magma in the system. It won't be just an hours-long eruption probably... so we are watching that very, very closely." Lava spews from new ground cracks The Puu Oo crater floor began to collapse on Monday, triggering a series of earthquakes and pushing the lava into new underground chambers. The collapse caused magma to push more than 10 miles (16 kilometers) down the slope toward the populated southeast coastline of the island. The USGS had raised the volcano alert in the area from a watch to a warning, reporting that "new ground cracks" were discovered in the late afternoon. "White, hot vapor and blue fume emanated from an area of cracking in the eastern part of the subdivision," the agency wrote. How volcanoes erupt It emphasised that the early stages of fissure eruptions are "dynamic," and "additional vents and new lava outbreaks may occur." "At this time it is not possible to say where new vents" could happen, it said. Eruptions can take place without notice The affected area is part of the Big Island's East Rift Zone, in which the Hawaii Volcano Observatory had "identified magma movement" and warned residents that seismic activities and eruptions could take place without notice. "All areas bordering East Rift Zone at high risk for eruption," Hawaii County's mayor Harry Kim said on Twitter. Pour the oil out of the pan then return it to the heat and deglaze the pan with the wine, scraping to dislodge all the bits of flavour. Boil until it has reduced to about 100ml, than add one and a half tablespoons each of the balsamic and honey, stirring to dissolve. Pour over the chicken. Halve and pit the peaches and cut each half in two. Dot these around the chicken and season. Brush each piece of peach with a little olive oil, then whisk the remaining honey and balsamic together with a fork. Drizzle over the chicken and peaches and scatter with the lavender (leave some sprigs of lavender whole, use only the flowers from others). Roast for 40 minutes. The chicken should be cooked through and glazed with the honey, and the peaches should be slightly caramelised in patches. If you stick the tip of a sharp knife into the underside of a thigh, the juice that runs out should be clear. Serve in the dish in which the chicken has cooked (you can transfer it all to a warmed platter if you prefer, but be careful as the peaches will be soft and could easily fall apart). Serve with olive-oil-roast potatoes and green beans. Stevie Parle's roast chicken leg with braised lettuce and peas Credit: Andrew Crowley SERVES Four INGREDIENTS 1 onion, thickly sliced into rings 4 chicken legs 200ml/7fl oz white wine or water 40g/1 ½ oz butter 6 spring onions, thickly sliced on the diagonal 2 little gem lettuces, cut in half lengthways 400g/14oz frozen or fresh peas 3 tbsp of crème fraîche or double cream 4 slices of rustic-style bread 1 small garlic clove Olive oil METHOD Preheat the oven to its highest setting, spread out the onion in a small baking tray or dish and sit the chicken legs on top. Season well and top each leg with a small knob of butter. Place in the hot oven and immediately turn it down to 180C/gas 4. Roast for 45 minutes, pouring in the white wine (or water) for the last 15 minutes. Check the juices run clear before removing from the oven. Remove and keep warm to rest. Melt the remaining butter in a saucepan over a medium heat and gently fry the spring onions until softened, about five minutes. Push the onions to one side and add the lettuce to the pan. Fry until it begins to colour, then stir in the peas. Tip the juices from the roast chicken into the pan and add a splash of boiling water. Season with a little salt and pepper, cover with a lid and boil for four or five minutes until the lettuce is tender. Stir in the crème fraîche and check the seasoning. Toast or grill the bread and lightly rub with the garlic clove and drizzle with a little oil. Spoon the lettuce and peas over the toast and serve with the roasted chicken legs. Dhruv Baker's braised shoulder of lamb with ras el hanout SERVES Six to eight INGREDIENTS 2.5kg shoulder of lamb, on bone 2 tbsp ras el hanout 50ml light olive oil 2 large onions, roughly chopped 1 bunch fresh thyme sprigs 5-6 cloves garlic, unpeeled 3 tbsp clear honey For the couscous 350g couscous 1 chicken stock cube 1 small red onion, finely chopped 10-12 cherry tomatoes, quartered 2 tbsp raisins 2 tbsp flaked almonds 2 tbsp freshly chopped flat-leaf parsley 2 tbsp freshly chopped coriander juice of ½ lemon 2 tbsp olive oil METHOD Prick the lamb all over with a skewer or a sharp knife. Mix the ras el hanout, olive oil and some salt and pepper and rub all over the lamb (this is best done the day before to maximise the flavours but a couple of hours before will suffice). Preheat the oven to 140C/gas 1. Place the onions, thyme and garlic in a roasting-tin or ovenproof dish and sit the lamb on top. Cover tightly with foil and put in the oven for four to five hours. Check every hour or so to make sure the onions and garlic are not burning (if they are then reduce the heat slightly). Drain off the fat in the roasting tin every couple of hours. Remove the foil and cook uncovered for the last 45 minutes. Meanwhile, tip the couscous into a large bowl and crumble in the stock cube. Pour over 400ml boiling water, stir quickly and then cover tightly with cling film. Leave for five minutes and then use a fork to fluff up the grains. Stir through the remaining ingredients and then taste and adjust the seasoning. Lift the lamb out on to a clean chopping-board and use two forks to shred the meat off the bone. Pile the couscous into the centre of a large serving dish, arrange the shredded lamb on top and drizzle over the honey. Put the potatoes into a roasting-tin large enough to hold them in a single layer. Add the rosemary and lemon juice, drizzle with olive oil, season and toss. Roast for about 45 minutes, until the potatoes are tender and golden. Shake the potatoes around a bit while cooking – dark, crusty edges are especially nice. Meanwhile, prepare the dressing. Put the mustard, garlic, balsamic and lemon juice into a small bowl and whisk together with a fork. Season and whisk in the oil followed by the cream. Check for seasoning – it might seem slightly strong but it's going to dress potatoes so needs to balance them. Remove the potatoes from the oven and let them cool for five minutes or so. During this time steam or boil the beans for three to four minutes or until slightly tender but still al dente. Rinse in cold water, drain and gently pat dry with a clean tea towel. Combine the potatoes and green beans with the shallots in a broad, shallow bowl. Drizzle on half the dressing and very gently toss together. Drizzle the rest of the dressing on the top of the salad, and serve immediately. |
