Petraeus resigned in November after it emerged that he had had an extra-marital affair with his biographer, Paula Broadwell, an Army reserve intelligence officer who is also married. A decade after the U.S.-led invasion, Iraq is still struggling with political instability and violence that in recent weeks has killed at least 10 candidates who had planned to run in forthcoming local elections.
