Eye on Islamic State, Western powers coax Libyans to accord Posted: 12 Dec 2015 02:05 PM PST By Patrick Markey ALGIERS (Reuters) - After a year of U.N. talks to end Libya's conflict, Western powers are coaxing the warring factions closer to a deal they hope can help stop the spread of Islamic State militancy in the North African country. U.S. Secretary of State John Kerry will co-chair a meeting of European, Middle Eastern and North African powers in Rome on Sunday to push the two camps to sign the U.N. proposal. Delegations from Libya's two rival governments have agreed to Dec. 16 as a date to sign, but opponents are resisting. |
Syria opposition deal under fire ahead of US-Russia meet Posted: 12 Dec 2015 01:18 PM PST Syria's Al-Qaeda affiliate rejected Saturday the outcome of an opposition summit that agreed to negotiate with President Bashar al-Assad, and Russia denounced the gathering in Saudi Arabia as unrepresentative. The latest developments come with US Secretary of State John Kerry due in Moscow Tuesday in a new bid to push for a peace plan to end Syria's nearly five-year conflict. The Moscow meeting would build on the momentum of Vienna talks last month and an unprecedented two-day gathering this week in Riyadh among Syria's main political and armed opposition groups. |

Thousands of Iraqis in Baghdad, Basra protest Turkish deployment in north Posted: 12 Dec 2015 08:23 AM PST By Ahmed Saad BAGHDAD (Reuters) - Thousands of Iraqis protested on Saturday against Ankara's deployment of troops to a base near the northern city of Mosul, with some burning Turkish flags and threatening violence against the soldiers for what they see as a violation of sovereignty. News of the deployment of 150 Turkish soldiers earlier this month triggered a crisis between Ankara and Baghdad, which has appealed to the United Nations Security Council to demand their immediate and unconditional withdrawal. Ankara has refused, saying the troops were part of an international mission to train and equip Iraqi forces to fight Islamic State, which still controls a large part of the country. |

Four of the strikes in Iraq hit Islamic State tactical units, three fighting positions and destroyed a machine gun position near Mosul, a statement issued on Saturday said. In Syria, four of the strikes were near Mar'a and damaged four Islamic State buildings. |

Islamic State bomber kills six Iraqi police near Saudi border: officials Posted: 12 Dec 2015 04:44 AM PST At least six Iraqi border guards were killed on Saturday when a suicide bomber drove a truck packed with explosives into an outpost near the border with Saudi Arabia in an attack claimed by Islamic State. In a statement posted online, Islamic State said the attack on an outpost in the desert area of Iraq to the west of Nukhaib targeted the army and "rejectionist" militias -- a term used by the Sunni militants to describe Shi'ite Muslims. Interior Ministry spokesman Saad Maan said in a statement six guards had been killed, including their commander, and 10 others wounded. |

Such documents represent an additional security risk for European states grappling with a large influx of refugees from countries including Syria and Iraq because they are harder to identify than outright fakes. One diplomat said the list contained serial numbers of thousands of genuine blank passports that were held in government offices in parts of Syria and Iraq which have since been captured by armed groups including Islamic State. |

"We call on the Security Council to demand that Turkey withdraw its forces immediately ... and not to violate Iraqi sovereignty again," Iraqi Ambassador Mohamed Ali Alhakim said in a letter to U.S. Ambassador to the United Nations Samantha Power, president of the Security Council this month. |
