U.S. Air Force official sees issues with space launch priorities Posted: 24 Nov 2015 03:18 PM PST By Andrea Shalal WASHINGTON (Reuters) - The United States could struggle to promote competition in its space launch program while also maintaining two independent ways to launch satellites and ending U.S. reliance on Russian rocket engines, a top U.S. Air Force official said on Tuesday. ULA, the monopoly provider of such launches since its creation in 2006, said it was unable to submit a bid in compliance with the competition's rules because of how the contest was structured, and because it lacked Russian-built RD-180 engines for its Atlas 5 rocket. The Pentagon last month refused to grant ULA a waiver from a U.S. law that banned use of the Russian engines for military and spy satellite launches after 2019. |

Security Council on Tuesday it had shot down an unidentified plane that violated Turkish airspace and defended its right to do so as U.N. Secretary-General Ban Ki-moon appealed to Turkey and Russia to reduce tensions. Russia has accused Turkey of shooting down one of its fighter jets nearly a mile inside Syria and Russian President Vladimir Putin warned of "serious consequences." Ban hopes "a credible and thorough review will clarify the events and help prevent future recurrences," U.N. spokesman Stephane Dujarric said. |

"We hit an Islamic State command center at Tal Afar," the official said during President Francois Hollande's visit to meet his U.S. counterpart Barack Obama in Washington. "The target was destroyed." Chancellor Angela Merkel is under growing pressure from her own conservatives for allowing hundreds of thousands of asylum seekers, most of them refugees from Syria or Iraq, to enter Germany with few if any checks, overwhelming local authorities.
